This paper compares and contrasts the nature and role of government in the economic development of early-modern Spain with that of early-modern Holland. The paper discusses how both situations reveal governments that had a negative impact on economic development, but in the case of Spain, this negative impact was substantial and was linked to careless policy development. The paper highlights the similarities and differences in these countries and concludes that both situations show the importance that can be attached to the nature and role of government as it relates to economic development.

"During recent times, it has become evident that government can contribute significantly to the economic development of a nation. In fact, the success that Japan has been able to achieve during the post-war years has been attributed, at least in part, to the role of that the country's government took in assisting development. This, of course, raises important questions about whether or not this applies in different countries and during different times.
"For example, the economic development of both early-modern Spain reveals characteristics that are similar to that of early-modern Holland reveal. In short, both experienced declines, to some degree, as well as a fall from an elevated status of being a leading economic power of the world. At the same time, one cannot but wonder about the extent to which the governments of these countries had a role in this development. With this in mind, the purpose of this paper will be to compare and contrast the nature and role of government in the economic development of early-modern Spain with that in early-modern Holland."
