"Today, most welfare institutions are unable to handle the social problems they are expected to solve and it is necessary to find new, flexible and more adequate ways of organizing the provision of social protection of the vulnerable social groups. The fundamental basis for the legitimacy of the national welfare society has changed. In the search for new models of social protection the public welfare state has to be reassessed not only because of growing pressure on the funding of social welfare but the integration of vulnerable social groups into work and society (see European Commission 1994).
"Existing work on comparative welfare systems runs into theoretical problems for two important reasons. One major issue concerns the theoretical problems created in comparative studies by focusing upon the evolution of formal or stated policies in the countries being compared. This approach limits the findings because the emphasis on formal policies rarely reflects experiences of the individual citizens and may conceal significant differences in implementation of the policies and thereby in the level of social protection."
