"The United States was viciously attacked with malice aforethought by terrorist on September 11, 2001. In the aftermath of what is undoubtedly the worst terrorist attack the United States has faced, Congress acted quickly by enacting ''the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001, otherwise known as the USA PATRIOT Act, which was signed into law on October 26, 2001, and Department of Homeland Defense was established'' (Schmalleger, Hall, & Dolatowski, 1999, p. 346)."The American people voiced his or her support for United States to retaliate against those responsible for the attacks. On October 7, 2001 the United States declared war on terrorism. The main ''purpose of the USA Patriot Act is to deter, and punish terrorist acts in the United States, and around the world, to enhance law enforcement investigatory tools'' (Schmalleger, Hall, & Dolatowski, 1999, p. 346)."
