"According to the literature, one of the most significant informal techniques to end the ethnic and civil conflict in Middle Eastern societies is Sulh (settlement) and Musalaha (reconciliation). The above reconciliation element was introduced by George Irani, and is relevant to the conflict between the Armenians and the Turks (Irani 237). George Irani is a professor of political science in Washington University in Maryland; he is famous for introducing adequate reconciliation techniques, as these techniques are referred as Sulh. The settlement as a specific form of reconciliation has its origin from Middle Eastern tribes and villages; however, it is not considered lawful by Middle Eastern countries. Yet different communities are still continuing to use it and make it an alternative to control the ethnic conflict, and maintain harmony and peace agreement within the ethnic groups (Irani 238). The best example of executing and carrying out this technique is Lebanon, even though the judicial system of this country does not include the settlement clause as part of the conflict process.
"Nonetheless, settlement services are approved and encouraged in many rural areas, where state control is still not strong. In the context of Armenia and Turkey, the settlement and reconciliation process can be completed by processing settlement (Avedian 797). There are two types of reconciliation revealed by George Irani: public settlement and private settlement. Public settlement as a form of reconciliation is similar to a peace treaty by two countries, as the main purpose is to suspend and end fighting between two parties, Turkey and Armenia, and establish peace, reconciliation and promote harmony (Irani 238). This aspect is known as peace and contributes to the formation of a solid relationship for a specific period of time, as it is known that the Armenian genocide was carried out by the Turkish. Therefore, the basic peace agreement between these two countries was emphasized to stop the death and destruction of many Armenians and Turkish, because it had affected both countries."
