From the Paper:

"Riordan Manufacturing's plant in China handles the forecast preparation for their electric fan sales across the world. The fans are individually packaged and stored in a stockroom until they are sold - a make-to-stock operation. Unfortunately, the on-time deliveries only have averaged 93% over the last year. Strategic capacity planning needs to be implemented.
"Strategic capacity planning is the tactical process of measuring the amount of work that can be accomplished in a specified amount of time and then determining the required resources (including manpower) needed to accomplish the work. The planning involves a process that identifies deviations from the initial plan for the purpose of making ongoing corrections to the process. It is usually viewed in three time durations: long- (> one-year), intermediate- (monthly or up to 18 months), and short-range (< one-month). Capacity planning is used to ensure that the maximum amount of the product is not only made but also sold."
