From the Paper:"In the book, Managing the Public Sector, author Grover Starling gives us a process of ethical analysis and I think the first step in the analysis is the most important one; fact gathering. (2011). The case description in question 8 attempts to make the reader believe that Mr. Drake has been unfaithful to his wife in the past and he is at it again, but is this really the case? Could the "evidence" that he has been unfaithful to his wife simply be a product of the rumor mill and the young woman holding his arm his daughter, niece, or a friend's daughter? If this were the case then the board of directors would really need to do nothing. Let us assume that the past evidence against Mr. Drake is concrete and that the young woman is not a family member nor is she associated with any known colleague or friend. It would need to be determined who the young woman is and why she was there. It would certainly make a difference if Mr. Drake was taking a new employee to lunch or the woman was an escort or prostitute since prostitution is illegal in many areas. This is a question that could be asked directly to Mr. Drake and may need additional investigation. Whether Mr. Drake lied to the board about it would also drastically change things. Attempting to get a statement from the female in question and other witnesses would be prudent. In conjunction with getting all the facts about the event, an analysis of the organization's core values would need to take place with a determination of whether Mr. Drake's actions were against these values. One could argue that Mr. Drake's actions could cripple the organization by reducing the strong level of trust that the organization has created in the international community by engaging in unethical behavior (widely known to the public)."
