From the Paper:"There have been legislations that affect the way ELLs are taught the English language in schools. Arizona Proposition 203 was passed in the year 2000 to limit the type of instruction which could be used for teaching ELL students. Previously, the schools in the state had freedom in selecting the types of instructions they used in teaching of the ELL. As a result of this Proposition, English Immersion Programs were preferred. A test called AZELLA was implemented in the state so as to help the school teachers in identifying the kind of students or children to be enrolled for the ELL programs.
"The Bilingual Programs used previously were not helping the students in learning English well. It has been debated whether or not the state of Arizona has the necessary funds to finance ELL programs proposed but it is clear that English immersion programs seem to benefit students in English proficiency. The 1 year period of the programs has helped most of the students, and after that, they are taken to main stream learning classrooms."
