"Another study was done to examine the differential item functioning (DIF) on three subsets of the ITBS. There were 2,867 Alaskan students tested with two different testing times: fourth and sixth grade or sixth and eighth grade. The language proficiency was done to include limited English, bilingual, or English proficient. This was done with the concern that the United States population is rapidly changing. "U.S. Census data projections indicate that by the year 2000, the number of non-English-language-background (NELB) individuals will be 39.5 million" (Snetzler and Qualls 564). This number will continue growing by 96% from 1995 to 2020.
"Specific programs are needed for the NELB students. "Policies at the federal level, which provide funding for the vast majority of bilingual programs, have shifted their emphasis" (Snetzler and Qualls 564). Schools encourage students to use their natural language to facilitate the acquisition of English language as well as develop linguistic competencies and competence in the academic curriculum. Students should be encouraged to speak their native language, but assessments are not in their language...."
