This paper argues that California college admission criteria need to change. Specifically, the paper maintains that California college admissions should be based only on performance and merit. The paper further maintains that higher standards of accountability of educators and students, funding cuts and higher tuition rates, as well as low graduation rates, all support the idea that college admissions should be based on performance and merit. According to the paper, by basing admissions on performance and merit, colleges will level the playing field among whites and minorities and attract only the best and the brightest.

"Certain trends within California's education system make it dangerous to base admission criteria on anything other than merit and performance. Enormous budget deficits in California have been responsible for both severe educational funding cuts as well as increasing tuitions rates. Such increases in tuition are in opposition to the 1960 California Master Plan for Higher Education, which "first promised a tuition-free college education for every citizen of California" (Maasik, et al., 176). Since tuition increases are on the rise, it is even more imperative that college admissions are based on merit rather than other criteria. Performance should be based on GPA only, while merit should include categories of achievement like scholarships, awards, achievements, and community service. Students with high performance often have the means to pay for education because they are typically from affluent or well-off backgrounds. Merit would level the playing field when rated together with performance."
