The paper relates that America's foreign policy towards Haiti has, historically, often seemed outsized in comparison to the actual size and geo-political influence of the actual country itself. The paper discusses how although contemporary foreign policy initiatives directed at Haiti and America's foreign policy doctrine towards the country really has its roots from the early 20th century, US foreign policy and, some would argue, fixation with Haiti, has a much longer history extending back several hundred years to Haiti's defeat of a Napoleon army which likely led to Napoleon's sale of the Louisiana territory to the US and to Haiti's early independence.
