"Debate is currently underway in response to a proposed bill calling for the creation of the Homeland Security Department. This department is designed to integrate the various federal agencies that contribute to national security. One cause of debate is the human resource implications of the new system. This system asks for a flexible approach to human resources, but as will be seen, this is not a new concept.
