The paper relates that the federal government's January 2009 budget represents, in the terms used in by the Department of Finance in its introduction to the Budget, "a timely stimulus to domestic demand" (Government of Canada 2009). The paper asserts that this representation of the budget by the Department of Finance allows us to understand that the orientation of the budget is towards Canada's domestic economy. As such, the paper argues that while the stimulus package may have some positive impact on key economic indicators, it will have at best no - and at worst, a negative - effect on Canada's competitiveness.
