This paper explores a research proposal which addresses the inequalities that exist in the Canada Health Act. In particular, it identifies a primary need for the Canada Healthcare System to more effectively invoke public involvement by identifying the patient as the end-user and working to effectively serve his or her interests and needs. The research proposal also considers the demand for effective leadership and an identification of the increasingly prevalent issues of racial diversity and need diversity within the system. According to the paper, the primary hypothesis of the proposed research is that the Canada Health Act should be implemented through an improvement of community engagement, primarily by providing resources for a community-based hiring outreach initiative. These are further elaborated on in the paper, which concludes that inequalities are also impacted by cultural differences as well.
