Making the point that ethical analyses inform regarding questions of the public health domain and its function with respect to any violations of individual liberties such as property rights, this paper examined four ethical models for their relevance in terms of answering the question: Under what circumstances should government be permitted to act to achieve a public good when the consequences of that act are to invade a sphere of individual liberty? Four ethical models were applied to the debate.
