The paper discusses how John Stuart Mill also saw the masses as a threat to the whole of society, since they could not always rationally make decisions as a collective group, and although he believed in free speech, he certainly did not view the tyranny of the majority as the sole operator of government. The paper explains that although Mill did not support lying as a way to communicate with the masses, the case of lying about the atomic bomb or government secrets was essential in stopping the war with this weapon.
