From the Paper:

"Microsoft standardized and released parts of the .NET framework in the year 2000, specifically the C# compiler, Common Language Runtime and the Virtual Machine under ECMA standards. This allowed various developers like Ximian to create their own implementations of .NET. Certain parts of .NET like ADO.NET, ASP.NET and Windows Forms were not standardized and are therefore subject to patent fears and concerns, they are not yet fully supported in Mono but are partially available for developers that may need them."
