The statutes under these two structure provide the poor and elderly with access to health care programs, in order to provide them with high quality care at lower costs. According to Jessie L. Tucker (2002, p. 754), the purpose of the programs under Medicaid and Medicare is to reduce the disparity between healthcare quality for the rich and what is provided for the poor.
