From the Paper:

"The United States Department of State was established on the 27th of July 1789 in the Harry Truman Building in Washington. The agency employs an estimated 30,266 individuals and operates on an annual budget of $35.1 billion. The most notable presence in the institution is Secretary of State and former First Lady Hillary Clinton. The aim of the organization is to regulate and protect the rights of American citizens traveling or conducting business in locations other than the U.S. Despite its relatively reduced sizes as one of the smallest agencies of the U.S. government and its constant budgetary reductions (throughout the past decade, their budget has been reduced to half), the Department of State continually increases its impact upon the lives of Americans everywhere (Website of the United States Department of State, 2009)."
