This paper explains that framing the problem, which is a component of the second stage of the decision making process, refers to the making of a thorough analysis of an issue as perceived by various stakeholders. Next, the author describes the ways in which framing the problem relates to answering questions about the consequences of the problem, the proposed solutions, their estimated chances of success and failure and their expected consequences. The paper includes examples of framing in everyday organizational life as observed by employees.

"In this order of ideas then, a relevant framing situation occurred at my employing organization, a telephone service proving organization. The management identified a problem in that the customers were unsatisfied with the way they were being treated by the company's front desk clerks. The operational manager looked at the issues from the following perspectives: (1) the reasons why the customers were unsatisfied, keeping in mind that some complaints could be unreasonable, and (2) the reasons as to why the employees were revealing reduced performances in their relationship with the customers."
