From the Paper:

"Technology is a tool of high utility in the classroom, with a huge variety of potential roles through which to enhance all subjects of any curriculum. The modern computer is not only a tool as a calculator would be to a mathematician or a dictionary to an aspiring speller, but rather a portal to infinite information. In addition to access to information, the use of technology in education provides an excellent opportunity at communication in integration, both within the classroom, and without. The benefits of technology in the classroom have been well recognized, as throughout the twentieth century there were a number of times in which there was considerable investiture into the improvement of education. Some of these however did not have significant lasting impact upon the classroom or upon the students' education."
