The paper relates that President's Bush's National Drug Control Policy began by initiating a budget to allow for prevention and intervention programs in youth school systems. The paper outlines how the President planned to expand the drug treatment system by allowing those that have addiction problems to obtain vouchers and receive the care they need. "The President's National Drug Control Policy begins by initiating a budget to allow for prevention and intervention programs in youth school systems. For drug testing in schools, $25 million has been proposed to initialize drug programs that have only been seen thus far in private schools, and adult institutions. Specifically, schools would have "...competitive grants to support design and implementation of school based drug testing, referral, assessment, and intervention programs."
