The paper posits that the story of governance in Venezuela over the past decade has been the story of Hugo Chavez. The paper explains that since being elected president of Venezuela in 1998 the former career military officer has - with the exception of a brief period during the attempted coup of 2002 - dominated political and economic affairs in his country, and played a significant role on the Latin American stage. This paper examines Chavez's governance of Venezuela, with a particular focus on the impact of his leadership style on his country's political system. The thesis is argued that Chavez's populism is, in large measure, a consequence of the political bankruptcy of Venezuela's party system at the end of the 20th century. The paper explains that Chavez's populist leadership reinforced the pre-existing state of collapse of Venezuela's traditional political order, while continuing the statist institutional policies that have long defined Venezuelan economic policy.
