The paper relates that Canadian film production has been a complex matter, ever since the first Canadian government filmmaking agency, the Canadian Government Motion Picture Bureau, began producing propaganda films with the intent of promoting Canadian tourism and industry (CBC Digital Archives, 2004). The paper discusses how even today, the difficulties facing this industry are poorly understood among the general population, with the result that many resent the tax dollars that are spent to support it.
