This essay will critically interrogate both concepts - negative liberty and positive liberty - in order to evaluate the respective merits of both ideas of liberty, with the objective of determining the optimal form of liberty in our contemporary 21st century political, social and cultural context. Beginning with a general discussion on the debate over negative and positive liberty, this essay will move to a more detailed analysis of each form in theory and practice. Proceeding from this, the thesis will be argued that the two liberties not be seen as either/or or mutually exclusive propositions but should instead be reconceptualised, with negative liberty represented as the inalienable foundation upon which positive liberty can be built and fostered.
