The first goal of this paper is to examine and measure the persuasive impact of metaphors in advertising on a general basis in a variety of industries from personal computers to soft drinks. The next objective is to look at how closely ad creativity impacts each phase of consumer response using the Hierarchy of Effects models as a guide. The third objective is to measure how the consumer goes through the six steps of response to advertising, which are awareness, knowledge, liking, preference, conviction and purchase. The conclusion of this paper is that the lack of advertising on publicly traded construction companies do not affect said construction companies on a sufficient basis to warrant further expenditures in this area. The paper shows how private and government spending on public infrastructure play a far more important role than the creativity of any ad on the company's bottom-line.
