"Juvenile delinquency is a persistent and pervasive social problem in America. Juvenile crime represents over 40% of the total arrests for major crimes, including murder, rape, and burglary (Hawkins and Weis 1985). The greatest problem is lack of enough facilities to accommodate this increasing population of juveniles in crime. And some of the juveniles are not transferred to far detention centers where families' can't visit them or they can't get access to community support."In the case study the highest rates of juvenile delinquency in the country and, the far more crimes committed are of drug abuse, rape, reckless driving sexual abuse and disorderliness. With high rates of unemployment and poverty, and without family and neighborhood support, many juveniles turn to crime as a way of sustaining their lifestyles or surviving in an otherwise dangerous neighborhood. Prison time provides street credibility instead of alienation from society thus leading to the congestions of prison and slowing down of cases.
"Importance of Work: In addition, juvenile crime, and detention center costs, is very expensive. It is possible that improving the system is not only a moral imperative, but it may save valuable resources for cities that face severe budget cuts. In other words, more money for rehabilitation would mean less money needed to incarcerate juvenile offenders instead of locking them up.
This research will provide a theory of change. It may outline the most important factors for change in the juvenile justice system as well as target the areas that are in most need of improvement. The results could be used as an example for other jurisdictions that want to move towards juvenile rehabilitation whereby they will be correctional facilities."
