Briefly, organizational roles are those that are internally oriented whereas societal roles are those that are externally oriented.

"The division of public relations (PR) departments into one of two categories: organizational or societal, used to be sufficient to describe the communication process of a company. Yet, with the advent of instantaneous communication methods, such as the internet, and the sheer pervasiveness of communication channels internal and external to a company, much of the PR work that organizations now deal with is crisis management (Ihator, 2001). While some might argue this is simply an added responsibility within one of the other functional categories within PR, crisis management has repercussions and implications both internal and external to the company and so run the gamut of an organization's PR functionality."
