"This paper shall review the public policy dilemma that confronts local leadership in Pittsfield Charter Township as it prepares to welcome a Wal-Mart Superstore. The paper quickly reviews the available literature to assess the impact of Wal-Mart upon local communities (as well as the challenges it presents) and proceeds onward to assess the various actors involved in the decision-making process. Specifically, the paper looks at Pittsfield Community First, a local organization which has legitimate security concerns vis-?vis the arrival of Wal-Mart in its community. The organization is also troubled by the petty crime it feels certain will accompany a big-box Wal-Mart store and by the strain it will place upon an already over-taxed local infrastructure. Unsurprisingly, a number of local agencies and departments are intimately connected with the controversy.
