Part of this may come from the need to believe they are providing the best possible system for those who live within its boundaries, and part of it may be a true belief that it is the best because they are comfortable with its operation. The truth is often somewhere in the middle and the systems could always use some tweaking to make them as perfect as their representatives would have them sound."
