"The "Temperance Movement" had been waged for many decades before the passage of the 18th Amendment, by people who wanted all alcohol declared illegal. These people saw drinking alcoholic drinks as immoral and something that undermined the family unit. It was believed that alcohol consumption contributed to poverty and crime. We know today that some of these facts are true. Alcoholism can destroy families, and some people are more likely to commit crimes while under the influence of alcohol. However, it was naive of the Prohibitionists to believe that if the sale of alcohol were against the law, people would stop drinking."
