"Congress did not eagerly embrace Lincoln?s plan because they feared that if power was given back to plantation owners, slavery would become an issue again. To prevent this from occurring, Congress passed the Wade-Davis Bill in 1864, which required half of a state?s voters to take an oath of allegiance for readmission into the Union. Lincoln vetoed this bill but it is significant because it revealed the tension that existed between the president and Congress regarding the delicate and complex issue of Reconstruction."
