This paper, written in an amusing tone, argues that America is currently a representational federal Republic, as it has been every since the ratification of the Constitution. It shows that much of the so-called Founding Fathers' motivations for creating the constitution were to put limits on the democratic tendencies of the individual states and that the deliberations on this constitution were largely secretive and above all avoided public democratic scrutiny. The paper brings in examples of truer democracies than America, such as ancient Athens and Rome.

"Certain Greek cities such as Athens showed true examples of democratic rule, where all eligible voters were free to come and vote on all issues. (Of course, at the time eligible voters didn't include women and slaves, but women and slaves were also unable to vote under the original American constitution, so one can safely ignore this little detail within this context). Of course, Athens also sentenced Socrates to death for his ideals -- an act which demonstrates palpably the lack of connection between practical liberties and pure democracy. Ancient Rome also spent a great deal of time as a democratic Republic in which the people could call for a referendum on any important issue, exile lawmakers who betrayed their trust and so forth. Rome also eventually devolved into a populist state where Christians were fed to lions. This is just to say that more democratic forms of government had existed (and to a lesser degree currently existed within the states). The founding fathers knew what they were going when they turned away from these forms to create a new, American form."
