In this book, Homer demonstrates the capriciousness of the gods as those acting out of good are punished, while those fueled by anger and hatred succeed.

"In Book XIII, the Phaecians are the kind hosts and Odysseus the gracious guest, while Odysseus in the next book will be the angry host who seeks vengeance against the suitors who have been ruining his home as unwelcome guests. This book therefore foreshadows in a different form the way the rest of the poem will develop.
"Odysseus and his men sail home to Ithaca, with Odysseus asleep at the time. His men deposit him on the shore, and when he awakes, he thinks he is in a strange land: In good truth the chiefs and rulers of the Phaecians have not been dealing fairly by me, and have left me in the wrong country; they said they would take me back to Ithaca and they have not done so: may Jove the protector of suppliants chastise them, for he watches over everybody and punishes those who do wrong."
