In this article, the writer notes that a common thread throughout the history of empires has been the sense of divine right entitling the authority and foreign occupation of a great power. The writer discusses that where authority has been extended across a wide sphere of the globe, such authorities have often seen fit to justify this self-determined superiority as related to the will of the divine. The writer maintains that in consideration of such storied empires as Ancient Rome and the conflicted imperial force that is the United States, there is cause to observe the presence and impact of what is referred to in studies as 'cultus deorum.' Using the primary source provided by Horace on the subject, the writer considers the implications of this approach to governance as it concerns the important association between internal moralism and the impact of collective misfortunes.

"The implication to this statement would be that the failure of the Romans to remain in moral awe of the Gods would be the singular and justified cause for the various failures of state. Indeed, at its initiation, this is an idea that should be met with our cautious speculation, particularly as it denotes that the cause for the failures of leadership and policy may in some manner be directly related to the actions and behaviors of the more general public. We are therefore inclined, perhaps due to the cynicism imposed by our current age, to recognize this as a political deflection of policy responsibility."

As the primary source for this discussion is initiated by a discussion of New Orleans mayor Ray Nagin's off-color comments citing Hurricane Katrina as an act of Godly vengeance for the War in Iraq, we can see how an individual in a place of potential culpability for faulty policy might find appeal in the knee-jerk emotional submission which many are likely to make in reference to faith."
