This paper outlines the emergence of mercantilism in Europe in the 1500s, which eventually gave way to the Atlantic system in the late 1700s and consequently to capitalism. The paper maintains that the definition of such economies has traditionally been the jurisdiction of a government constituted of a social, economic and political elite. Though not necessarily by design, the impulses toward power, growth and economic fortitude have historically driven nation-states and regions to adopt systemic conditions which might facilitate that continued concentration of resources and wealth into the hands of a centralized authority or class. The paper concludes that this is the philosophical thrust at the foundation of historical and modern trends in the context of economic expansion.

"The changing climate in world affairs would prompt and genuine shift in reigning though regarding practices of economic governance. By the late 18th century, a school of classical economists would demonstrate the increasing irrelevance of mercantilism. The father of modern economic thought, Adam Smith would argue in 1776 that "whatever be the soil, climate, or extent of territory of any particular nation, the abundance or scantiness of its annual supply must, in that particular situation, depend upon." the skill level and size of the labor force. (Smith, I.I.3) By the turn of the coming century, the Atlantic System would represent an outright abandonment of the principles of mercantilism, and most specifically in the orientation of nations toward the acquisition of unpaid and unskilled slave labor. The exploitation of the African continent would proliferate the slave-trade route, in which slaves, money and sugar-cane or molasses would be moved between private and state actors in a cyclical economic context where further colonial expansion would prove a chance for yet more unrestrained economic growth."
