"Clark wrestles with the idea of making yet another mind-altering drug available in the American marketplace, and eventually decides that yes, despite his reservations, marijuana should be kept illegal for teens, although perhaps legal for adults. Teens already have ready access to the drug, and allowing adults to use it would not make the potential for abuse any greater than already exists. Also, the literature designed to educate teens on the subject should tone down its hysterical vocabulary."
