Abstract
This paper was written for an Economics 102: Intermediate Macro class. It looks at four possible uses of the budget surplus that our country first saw in 2000. The four possibilities are retiring debt, increase government spending, increase government transfer payments, or cut taxes. Each possibility is looked at with great detail.
The paper looks at the pros and cons of each possibility. A number of government and independent organizations are cited including the Congressional Budget Office, the Office of Management and Budget, and the Committee on Citizens for a Tax Cut. In the paper I conclude that the best course of action would be to split the surplus between retiring debt and increasing government transfer payments. This paper covers all aspects of the budget surplus and possible uses.

Abstract
This is a position paper explaining the origins of Head Start in the 1965 Johnson poverty eradication agenda and related legislation. The paper discusses how the Head Start's foci have changed and its funding has become institutionalized. The paper offers a reflection on whether Head Start is functional and notes how little ECE or other material discusses the social system producing such children and for whom school success is not really an equaliser.
From the Paper
"In 2005, the national Head Start program celebrated its 40th anniversary, the now nation-wide network of projects and services attributed to President Lyndon Johnson's War on Poverty of 1965 that build upon pre-existing legislation and programs that varied greatly from state to state. Low income children were to benefit from a federally supported State Preschool Program and networks of preschool facilities guaranteed by Children's Centers legislation owing to a day when equality of educational opportunity was seen to hold the answers for the American poor. (Coleman 1966)"
