Abstract
This paper presents an overview of the age old process of raising shellfish and finned fish on inland farms, known as "aquaculture". The paper takes a look at the ancient history of aquaculture as well as its more recent history in the Midwest/great plains region of the United States. The paper also includes information on the current status of aquaculture and concludes that it is a process that is both well-established and a boon to farmers and consumers alike.

"Except for bucolic scenes of fishing on rivers meandering across the Midwest and Great Plains, most people don't equate fish with that region, at least not huge catches of commercial fish. However, as long ago as 1996, "traders in the 'futures pit' of the Minneapolis Grain Exchange were shouting and signaling bids and offers for spring wheat, white wheat, white shrimp and black tiger shrimp" (Weber 1996). Moreover, the shrimp being traded in Minneapolis was of interest to the local trading office of the Thai government (Weber 1996); Thai food depends heavily on shrimp, so finding it at commodity prices is important to the Thai people."

The paper examines the cause of the Air Midwest Beech 1900D crash and reveals that the company hired to do an in-house repair, Raytheon, had outsourced and hired mechanics from another company. The paper further reveals that the Raytheon supervisor did not adhere to safety protocols when he signed off on the trainee's work. The paper then explains the safety management system (SMS) that is a quality management tool for maintaining aircraft and quality control. The paper identifies its four pillars of safety management, with an emphasis on its fourth one of safety promotion. The paper shows how the failure of the SMS in regards to this crash was not in written policies and procedures, but in the willingness of Air Midwest and Raytheon to ignore safety protocols and fail to provide proper oversight of sub-contractors.

"From the initial reports, it would appear that everything was in order. However, upon further investigation, it was found that the company hired to do in-house repair had outsourced and hired mechanics from another company (IASA, 2003).These outsourced companies may not be watched as closely by the FAA, as the FAA may not even know that they are performing maintenance. The FAA is aware of the primary contractor and follows their actions closely. However, unless the primary contractor bothers to tell the FAA that they are outsourcing some of the work; the sub-contractor may not be as heavily policed by the FAA as the prime contractor."
