From the Paper:
"The benefits of Ski Dubai, to the state, are numerous. As noted earlier, tourism has been a focus of Dubai since the 1970s. As the only indoor ski facility in the Middle East, the Ski Dubai asset adds an exciting and unique tourist attraction. In addition to increasing tourism to the area, Ski Dubai has helped promote Dubai's image as a destination in general. This is not only beneficial to the tourism industry, but to other industries in the state as well. As it is attached with the Mall of the Emirates, there is also a positive impact on retails sales in the mall as well, with the increased consumer traffic. However, there are costs to the Ski Dubai facility as well. There is also the associated increase in the general economy due to both of these benefits - increased tourism and enhanced image of the region."Opportunity costs are the costs associated with the value of the choice that wasn't made. In the case of Ski Dubai, the next best choice would have been to not build Ski Dubai and use that land for other development purposes. Dubai would have realized benefits from this alternate facility. However, these costs of the lost opportunity of alternate facilities are minimal, due to Ski Dubai's success."
