"This paper helps to understand the concepts of training. The idea is to apply these concepts to the IRS taking into consideration that it is a government operation run in a bureaucratic nature where changes are slow to implement and employees are certain of possessing lifetime employment. It therefore necessary to train with the idea that any knowledge gained during the initial period will be retained by the employee for the rest of his or her work period with the IRS. It is beneficial for the IRS management to understand the benefits of training and provide their workers with all the tools possible to do a good job. Documentation of the training process and the methods used can also be helpful for evaluation of the training process itself."
