"Many experts agree that the framers have never intended the executive to be allowed to authorize the use of military force under any circumstances without the prior approval of Congress. If the framers really intended this, then every President from Washington to George W. Bush have overstepped his authority at some point and violated the Constitution by using the armed forces without a proper Congressional declaration of war. As the power of the president has been shown throughout history to move from the outside towards the center--we may never get it back. This is becoming evident as civilians around the globe are getting tried under special military tribunals without proper trials. Even American citizens are losing their civil liberties as legislation such as the PATRIOT Act is passed. Maybe the U.S. Supreme Court can overturn the PATRIOT Act, so I don't have to worry about what will happen to me when I think that I'm in a private cell phone call with my girlfriend and I say, ''I'm going to drop the bomb on you.'' Hopefully that comment won't land me in a special military tribunal."
