From the Paper:

"American public schools have been under intense scrutiny for the past few decades as parents demand change for their children's education(Silvester, 1999). As the school systems scramble to affect change while at the same time delivering a quality education to the students, many of them have found that organizational changes are effective ways to move in a positive direction. Organizational change can provide a positive step toward expansion and success within a business(Klein, 1994). Organizational changes within a school however, can be tricky, given the many years old method of doing things for most of the public education system. It is time to introduce an organizational change in this school system to address the teacher burn out rate."
