This paper first explains that sexual violence against women and children, in the form of horrendous acts of rape and abuse is an enduring social issue that has been long institutionalized in various cultures such as China. The paper then relates various types of sexual abuse especially spousal exploitation. The vulnerability of Chinese women to sexual violence, the paper points out, is rooted in Chinese cultures, traditions and Confucianism belief, which emphasizes female submission. The writer urges the Chinese government to protect the human rights of women and children.

"Women and children have become victims of war and heinous cultural practices. In countries where war exists, rape is used as a tool to humiliate, intimidate, and terrorize abducted women and children. Women and children are given to soldiers as a reward. In Uganda, girls are forced into marriage, or are subjected to institutionalized rape. These practices have resulted to the worsening AIDS/HIV epidemic in the region. In the United States, women and lesbians are sexually abused within the confines of state and federal prisons."
