From the Paper:

"At the center of any project management system is the project manager. The job of the project manager is not to actively participate directly in the activities that lead to the end result but instead to oversee and supervise the progress and productive mutual interaction of the project's participants that will lead to a decrease in the overall risk of failure. In other words, the project manager is responsible for supervising the activities and resources of the project to ensure that it is completed within the given constraints."
