The paper discusses the use of image modification and age progression techniques at the National Center of Missing and Exploited Children who assist police nationally and internationally, in the search for and recovery of missing children. The paper relates that the National Center of Missing and Exploited Children also offers photo reconstructions from a morgue that can assist in identifying a missing person who has died.
The paper also talks about the use of age-progression techniques in the capture of wanted fugitives and in forensic anthropology.

"Image modification is a computer aided artistic technique that was first introduced in 1989. It is mainly used for the alternation or enhancement of a photograph for the purpose of age progression, age regression, updating or changing the subject of a picture. It is done digitally drawing with a computer. It is primarily used by many different law enforcement agencies for subject identification. One such agency that exclusively used image modification is the National Center for Missing and Exploited Children (www.missingkids.com)."
