"By the summer of 1993, the related issues of illegal immigration and immigration reform had become leading political questions, particularly in California. When President Clinton visited California in mid-1993, he and his aids were "stunned" by the number of questions they were asked about immigration (Lauter, 1993).


As the immigration reform issue reached the forefront of public consciousness, its politics became more complicated. on the one hand, independent 1992 presidential candidate Ross Perot, as part of an apparent attempt to align himself more closely with Republicans against the Clinton Administration, began speaking out in his public addresses about the real or supposed abuses committed by illegal immigrants--a theme not sounded during his 1992 presidential campaign (Barrett, 1993).
