"The article was written based on an inquiry - raised at the Canadian Association for Security and Intelligence Studies - into Air India's dealings the day before the story was published. Because of the "complexity" of the investigations needed to root out terrorist funding in Canada, said acting director of FINTRAC Horst Intscher, it might be "years" before the average citizen in Canada will develop respect for what the agency actually contributes to the efforts against terrorists. There are certainly times when FINTRAC gets a lead, or discovers something fishy, but rarely do those instances result in charges against someone, the director admitted. Based on that report, one can legitimately raise questions about the quality of intelligence being gathered with reference to the flow of terrorist money, and yet it seems the Canadian authorities are giving this issue a thorough review at every angle they can."
