From the Paper:
"A study conducted by the Institute of Management and Administration indicated many CEOs partner with HR professionals to plan compensation for employees. This action is intended to not only devise a proper compensation plan, but also meet the needs of employees. The relationship between the CEO and HR allows the CEO to ensure the hiring, retention, termination, and training of employees meets the specific goals established by the organization (CEOs, HR work together to set comp plans, 2008). A failure to encourage such a relationship may result in a misalignment between the actions of employees and the goals of the organization, thereby hindering the potential for success."
"However, other reports indicate CEOs are failing to realize the importance of the direct connection with HR. A PricewaterhouseCoopers LLP report indicated only 43% of the CEOs surveyed indicate a confidence in the HR department (HR profession still failing to convince chief execs of its value, 2008). Requiring HR to report directly to the CEO may alleviate this lack of confidence, in addition to aligning actions with goals."
