Dressendorfer et al, 2005 note the conceptual model of community capacity development can be delineated easily by reviewing thirteen steps or processes related to capacity development. Among these include proper leadership among health care systems and within the community to drive and manage programs, proper policy review and making, so that "diffusions and sustainability" is possible using the model presented, and proper use of available resources within the community to provide information and build an infrastructure for health promotion within the community ."
