"According to the Community Action Partnership (CAP) of America, an umbrella organization designed to publicize and support Community Action Agencies around the country, Community Action Agencies (CAAs) were established under the Economic Opportunity Act of 1964 by President Lyndon Johnson to help fight America's War on Poverty. These organizations strive to serve their communities through direct advocacy on behalf of local, low-income residents and through the operation of an "integrated and comprehensive set of antipoverty projects."
